Issue 9 of the CCDH Newsletter deals with the achievements made after a two-year implementation of the community reparation program meant for the regions and communities having been affected by the gross human rights violations.

Since its launch in 2007 and on the basis of the philosophy of reparations in its communal dimension as developed by the Equity and Reconciliation Commission (IER), the Program managed to set up the institutional and cooperative frameworks to apply such a philosophy on the ground. Then, focus was made on the training and support for local stakeholders and project managers, and the implementation of projects started in 11 regions. Thus, a first batch of 32 projects has been adopted, while more than 230 projects have been received as a second batch.

In addition, the Program resulted in creating a local dynamism, releasing energies, getting national and local stakeholders involved, and ensuring a sustainable preservation of national memory.

The philosophy of the Program is of paramount significance. It is not limited to mere compensations (despite the importance of financial reparations and rehabilitation) or integrated and full services provided unilaterally by the state for the community; rather, it is above all a call for the release of energies and initiatives.

Also, in addition to the CCDH activities in July and August, this issue addresses the 33rd ordinary session in which light was shed on a report on the follow-up of the implementation of the IER’s recommendations, highlighting the achievements made in the community reparation program, disclosure of truth and institutional reforms.
